While globalization of the economy is going, the core competence is increasingly emphasized in the organizations. Of the same meaning, the state of human resource management has turn to strategic functions from businesslike works step by step. Human resource management of traditional meaning has been weakened. More and more human resource officers turn to the core functions as the future planning of human resource, the establishment of enterprise's culture, and so on.The petroleum enterprises of China have gotten much progress in the inner management mechanism since the reform and open policy was carried out. But there are some links still be of the frame of planned economy, including human resource management. Most of the petroleum enterprises have the same shortcomings. First of all, idea of businesslike works is dominating the offers. The second, scientific and effective motivation measures to the employees are deficient. The third, there is more useless workers in the enterprises, but the old mechanism do not allow them be fired.The forth, the employees'comprehensive qualities are so low that they couldn't follow the steps of information age. The last, on the trend of international running, the domestic employees couldn't adapt themselves to the new requirements. Because all of these, the third professional human resource management organizations'joining in the activities of the enterprises'management is the best solution of these problems.Transaction cost theory, core competence theory, gambling theory and resource shares theory give based theories to the human resource management outsourcing. And the distinction of the outsourcing functions belong to the active working layers is based on these theories too. At the same time, the distinction of outsourcing's partner and risk is discussed in this article.At the last of this article, some petroleum company of a province is brought as an example to analyze its human resource management activities. The correlation between the real activities of human resource management outsourcing and the firm performance is analyzed. The performance of real activities of human resource management outsourcing is illustrated indirectly by the human cost. The cost of per-ton oil stands for the firm performance. By the analysis of correlation and multiple regression, deep human resource management outsourcing enhance the skills of the employees and improve their working attitude, so the marginal output of the human cost is increased and all the departments'human cost influences the per-ton oil cost obviously. Some measures are brought out in the 6th paragraph on these bases.
