It will provide information support to decision-making, planning, implementation and management of the Returning Farmland to Forestry Engineering (RFFE) to monitor the information of the engineering fully, exactly and timely, and to carry out scientific evaluation on it, so to guarantee the sound development of RFFE. The existent theory and techniques for RFFE monitoring and evaluation are unable to completely satisfy the demand of RFFE for monitoring and evaluation. The paper carried through a systematic research on theory and techniques for monitoring and evaluation of RFFE, based on an overall analysis and summing-up of existent research results of monitoring and evaluation of RFFE both domestic and abroad, in order to heighten the theoretical and technical levels of China in monitoring and evaluation of RFFE, and to increase the abilities of monitoring, management and decision-making on RFFE. Research object is different type converting farmland to forestland in Zhangjiakou city of Heibei province, Qingshui county of Ganshu province, Xichang city of Sichuan province and Changjiang county of Hainan province. Remote sensing is main means of space information getting, remote sensing combine investigation on the spot, computer and GIS is a platform of information treatment The systematic analysis goes from concept to connotation, from theory to practice, from the microcosmic to the macrocosmic, from returned land to afforestation quality, to vegetation coverage, to landscape arrangement and to regional economic development.(1) The paper proposed that monitoring and evaluation of RFFE possesses a whole-process and all-dimension feature as well as a guarantee role. It penetrates the whole process of RFFE and all its aspects, and is a convincing pledge for a smooth implementation of RFFE. It is also the basic way to obtain information on decision-making, management and monitoring of RFFE.(2) The paper discusses the theoretical foundations of RFFE monitoring and evaluation on forestry, ecology, economics, and sociology, and assesses that returning farmland to forestry is a social action guided by sociological and psychological principles. So the RFFE should be carried out with the base of ecological-economy as masterstroke, with basic ecology as bedrock, with forestry principles as support, with elements of micro-economy and productive economy as modulation measures, and with sustainable development theory as integrated evaluation criterion. The technical foundation of RFFE monitoring and evaluation should rely on remote sensing, GIS, GPS and other modern high and new technology, integrated with traditional sampling technique and fixed observation plot technique.
