Tourism industry has become one of the most energetic industries in the world. Every country gives more and more attention to it, so does China; many cities regard it as the most important or core industry in regional economies. In this situation, it is inevitable that the competition in urban tourism industry will swiftly become intense. This study is raised in the case that competitiveness study is regarded as being more and more important and the competition in urban tourism industry is getting more and more intense.This study aims at developing and enriching the competitiveness theory applied in tourism industry, probing into the method to analyze the competitiveness of tourism industry. In addition, by analyzing 12 cities in China, it is to identify the typical problems in practice and give suggestions on enhancing urban competitiveness of the country, based on which, it defines the conceptual system of, analyzes the factors that have impacts on, and constitutes the evaluating index system for urban tourism competitiveness. Following the analysis of the costal urban tourism in China, it evaluates the urban tourism competitiveness of 12 costal cities of the country with Analytic Hierarchy Process.Based on the above analysis, the study comes to the following conclusions. The performance of an urban tourism industry is finally decided by industrial competitive advantages instead of the comparative advantages. The urban tourism industry is a layered and complex system. The competitiveness components can be classified into three groups: the first are the basic components including tourism reception, tourism resource, and position; the second are the core components including tourism product, potential of industry development, tourism market, image-building, and tourism management, and the third are macroscopical environmental components including economic environment, community environment, and policy environment. The sparsity of tourism resource and the relativity of tourism industry decide that the government must play a principal role in enhancing the urban tourism competitiveness. The costal cities in China improve tourism competitiveness mainly through urban modernization and making use of the preferential policies.
