Along with the basic establishment of the socialist market economic system and the accelerative process of integration of the domestic and international market, the regional competition will focus on the economic performance of the industry, and the regional industrial competitiveness will become the most important factor in the region's economic development. From a regional economic development perspective, the economic competitiveness of the country, cities and regions are ultimately embodied in the regional industrial competitiveness. Therefore, in comparison to the overall strength of the regional economy, how to scientifically evaluate the regional industrial competitiveness and accurately grasp the dominant position or state of inter-district or regional industries in the domestic market are very necessary, and have become a fundamental basis for governments at all levels to make regional industrial development and trade policies as well as regional economic intervention and control.The "11th Five-Year Plan" period is an important critical strategic opportunities stage of the first 20 years of this century, but also a crucial period for Liaoning Province to start a new point, to seek a new development, and to realize a comprehensive revitalization of the old industrial base. Facing the dual opportunities of the revitalization of old industrial bases and the coastal open, whether Liaoning province as the only coastal region in northeast can make full use of its geographical advantages and effectively play its strong competitive advantages has a great strategic significance for Liaoning to realize the optimization and upgrade of industrial structure, further establish and enhance their regional and even international competitiveness, and to accelerate the revitalization of the old industrial bases in northeast China.The paper begins with a brief review of existing research results, explores the meaning and determinants of the regional industrial competitiveness, then designs a series of basic design principles such as scientific and feasible. Because the specific needs of different industries and different evaluation should be selected to better reflect the effectiveness of its evaluation system, an industries evaluation system that based on comparative and competitive advantages of regional industrial competitiveness is established, including scale advantage, benefit advantage, market advantage and innovation advantage of 13 appraisal targets. Moreover, with the principal component analysis of SPSS software, the industrial competitiveness of Liaoning is taken as an example, then an empirical study and an overall assessment of specific industries with advantages and disadvantages are made. Finally, the industrial development orientation of and the Countermeasures to further enhance the competitiveness of Liaoning's industries are proposed.
