Technological innovation has become a political, economic and technological community of common interest such as a hot topic. It is of great significance to the economic and social development. Technological innovation is the core competitiveness of the national industrial economy, an important part of the Chinese government which attaches great importance to technological innovation of enterprises, and to independent innovation as a guide for national development "scientific outlook on development" in one important aspect. Raising the level of technological innovation depends on technological innovation capability of enterprises, business activity is the most critical scientific and technological activities, while the scientific and technological activities refers to the limited scientific and technological talents, capital input,Ultimately the formation of scientific and technological output process. Scientific and technological resources are extremely limited, and scientific and technological resources to optimize the enterprise expects to achieve.
