When it had become people's common knowledge that enterprise core competitive power finally originated in talented person's competition, how to drive the talented person carried on the greatest value creation already became the core question through the effective achievements management. How to act according to the advanced performance of evaluation theory unified oneself enterprise the actual situation and to construct advanced rationale and good operation usable system was the question which each enterprise had to solve in reality. How to establish enterprise performance of evaluation system was key content. The author bring forward performance of evaluation system unified reality situation and practice.360°performance management and key performance indicator present the trend of the development of MEM(modern enterprise management), which not only are concrete management methods, also include concordance of enterprise management process. Benefited from the thought of key performance indicator and 360-degree feedback, the paper sets up a comprehensive model of performance management and explains the operation procedure and function of the model. The comprehensive model of performance management holds "human" and "object" at the same time as the research object as well as result and course behavior. Based on strategy of firm and stakeholders of firm, the paper designed based on project performance evaluation. Firstly, this article introduced the methods, rules and steps to set up a key performance indicator. Secondly, taking JiLin Province Communication Construction Co.,Ltd as the background, it analyzed the corporate culture and strategy. Thirdly, it concluded some key success factors of corporate strategy and then by using those factors, the corporate can establish the final key performance indicator.1. The Status of the performance of evaluation system and analysisSecond part the analysis of the internal and external environment of company. An analysis and examination of the current status of the company human resource management and performance appraisal system identifies the problems so that a resolution can be found to tackle the problem.2. Based on project group's performance of evaluation system design skeleton and principleAccording to the performance of evaluation system hoped to achieve the goal and the content, the author considered company actual sentiment situation and formed the company project group as the main income and the cost control center .Two Thoughts of the performance of evaluation system:project group's performance of evaluation system;the project component member's performance of evaluation system . To build the basic frame ,it could extremely intuitively and clearly see each project group, each project cost and the expense skeleton, each stage all had the corresponding department to carry on the control, each department all extremely easily found own localization, found it and the entire profit target relations so as to form performance system.3. Design based on the project group's performance of evaluation system1)Project group's performance of evaluation system According to the principles of project group's performance of evaluation system,using key performance indicator(KPI), we were sure that the factor of engineering project group's achievements involve project productivity, project management ability, project quality control ability, safety control ability and civilized construction ability.The project group performance of evaluation standard, mainly unified the company the developmental strategy and the engineering project actual situation, adopted method which the higher authority and construction company executive discussed formulates together, obtained the staff to inspect the target the affirmation, avoids having the resistance. The weight of the performance of evaluation was adopted by the achievements management committee and the hypothesis of"back to back". We distribute high weight to importance and synthesis composition of company.Considered the company locates the stage still occupied the period of expansion, enhanced the project group productivity, project management ability, project quality control ability still was company's service key point, safety control ability, the civilized construction level also was extremely important. Finally evaluates the achievements contract.2)The project component member's performance of evaluation systemThrough the examined objects,the content,examination circle,and checked method , the paper determined the examinations of the project component member. Used 360 degree feedback appraisal law to carry on the project component member's performance of evaluation, when determination to performance target essential factor uses is the questionnaire survey procedure; Using pair comparison test, determination performance target weight; Unifies this enterprise the actual situation, refers to the same profession the experience, the determination performance main body weight; According to the grade asymmetrical assignment way, for each target content assignment is"5, 4, 3, 2, 1", design performance of evaluation table.3)The performance of evaluation system feedbackIt does not mean the end of the performance of evaluation to obtain the performance of evaluation result. The performances of evaluation results are feed backed for the examined objects. It causes the examined objects understand the situation, the improvement direction, and form the good performance of evaluation atmosphere.4)The performance of evaluation system applicationThe performance of evaluation result mainly applies in formulation achievements aspects improvement plan, formulation training plan, firewood capital adjustment, position rank adjustment, staff develops plan, hires management and so on.5)Before the performance of evaluation system implementation appraisalIn order to obtain the good implementation effect, this design proposal delivers the company to solicit the concerned leader, a partial correlation department personnel and the project constructor's opinion first, and has carried on the interview investigation, obtained the good feedback opinion.4. Based on the project group's performance of evaluation system implementation and the suggestion.Fourth part considering company actual sentiment situation, the author put forward the suggestions in order to implement successfully.
