Human resources is the first resources in the company, training and exploitation system is part of human resources management system and relates to the success of the management of human resources. The purpose of organization of training and developing to the staff is to improve adaptation environmental variation ability of the enterprise and their employees, to improve staff's quality, and to causes the enterprise to obtain continues competitive power. Taking staff's requirement as a foundation, taking the enterprise developmental strategy as the guidance, establishing and consummating the training development system which adapts enterprise to develop, may not only increase the staff's personal results, but also enhance the enterprise's competitive power in the market.Basing on the theory framework and method of training and exploitation, this thesis aims to take the combining method of normative analysis and positive analysis to select the analyzing orientation and researching model. Find out the problems of the system by analysing the present conditions of training for the staff of the branch of Anhui petroleum company. Set up a suitable training and exploitation system for the development of the Branch on the basis of the current source of the company。Meanwhile, explore problems of the new system during the process of carrying out, and predict the future state of training and exploitation on the staff, at last, make some significant conclusions.
