The economy in the 21st century is talents' economy, and the competition is talents' competition . Human capital take the important play which material capital can not substitute in economic growth, and have exceeded the material capita in the contribution of the economic growth." talent resources are the first resource ", talent's shortage has already become a kind of world phenomenon, the contest of talent between various countries , factory has been already fierce .The methods and means of selecting , educating , using ,keeping always get rid of the stale and bring forth the fresh constantly in human resources organization, " surmount the functions and powers of Human Resource Department recruit " is one." the phenomenon of surmounting the functions and powers of Human Resource Department recruit " happens repeatedly in the organization recruits, and is under disputed too. However ,there are a few persons to study the subject and a little of relevant literature. Firstly, I make out a simple definition on surmounting recruit, carry on brief analysis to his advantages and disadvantages ,then find out its reasons of forming ,make in many aspects countermeasure research to origin cause of formation, propose the thought of solving recruiting problem about " whole recruit management " on this basis finally, and make preliminary theory study to "whole recruit management system ", it forms system embryonic model to be relatively systematic. The innovation in the text lies in summing up to"surmounting recruit", going on theory discussing on"whole recruit management system" and building up simple"whole recruit management"model.The research of this subject involves disciplines such as economics , management , sociology , computer science ,etc., research approach of adopting the materials to combine with case analysis , theory and practice , determine the nature and combine together with the ration etc. Research results of subject have the important reference and instruct value to the recruit management of the organization and management innovation.
