Industrial clusters influence national and regional growth on many aspects. Especially, it is agreed that industrial clusters have advantages of innovation and competition. Moreover, the entrepreneurship activities are more than other regions'in industrial clusters. Many scholars consider innovation as a special tool of entrepreneurship activities, and they think that there exist intersections between innovation and entrepreneurship. Entrepreneurship activities have positive influences on regional economics, and they often have relation with industrial clusters. Firstly, entrepreneurship activities in industrial clusters are more actively than other regions', because they have more resources and better mechanism about startups. However, in different phases of industrial clusters, their influences are not same. Secondly, before the formation and after the decline of industrial clusters, there exist entrepreneurship activities. Innovations through entrepreneurship play important role in the growth of industrial clusters, whether regions grow through industrial clusters or industrial clusters upgrade. It is important of entrepreneurship activities, containing individual entrepreneurship and corporate entrepreneurship. So it is very significant to study the relations between entrepreneurship activities and industrial clusters.This paper studies that entrepreneurship activities effect on industrial clusters and the latter effects on the former in different phases, by using theoretic deduction and case study methods, and studies the policies through metrology model. The purpose is that constructing a research framework of intersections between entrepreneurship and industrial clusters, it is significant to study entrepreneurship, industrial clusters and regional development, and it can help government make policies effectively.
