The Core of the "Agriculture,Rural areas and Farmers" is how to Increase the farmers' revenue; and the inherent requirement for farmer's scientific and culture background is the most important thing to the realization of the farmer's income increasing; In order to raising farmer's scientific and culture, we must implement the exploitation of rural human resource, especially explore the framers' education training. In fact, our party and country pay great attention to the problem of exploitation of rural human resource,《the Outline of the Eleventh Five-Year Plan for National Economic and Social Development of the Peoples' Republic of China》sets forth that "To train New Farmers" and "to move heaven and earth to increase the farmers' income."The purpose and meanings of the thesis is to research and explore the exploitation mode of rural human resource in undeveloped regions. Through the exploitation of rural human resource, we can achieve the good interaction and collaborative development for the farmers' income increasing, and the disadvantage of the burden of rural population becomes the advantage of human resource.Through the analysis of the Background and Evolution, the thesis puts forward a new method and thinking on the mode and feasibility of the exploitation of rural human resource in undeveloped regions.Main suggestions of the thesis:Firstly, the mission of the exploitation of rural human resource in undeveloped regions is more severe than that of developed regions; the rural surplus labor transfers to out provinces; The farmers face a critical shortage of funds in education training. The research bases on reality and requirement in undeveloped regions. It puts forward the mode of the exploitation of rural human resource in undeveloped regions. That is the mode which combines the farmers' education training with employment recommending under the government's control. Secondly, we pay more attention to the effect of the training during the links of farmers' training. We put forward a certification to the teachers who take part in the farmers' training, and only those who have substantial experience and grasp the theory more deeply can be one of the teachers in the farmers' training. Those who become the teachers must also take part in the training including methods for teaching,the communication skills with the farmers and etc. After they pass the training examination, they can be one of the teachers.Thirdly, we monitor the teaching quality of training Centers, and the Close relationship between rewards & punishments measures and the indicators including the employment(Start-ups) rates,employment(Start-ups) quality,taking the lead to become rich after training,technical radiation situation and so on has been emphasized. Those who can not reach the training requirement must cease training activities until the training application is canceled.Lastly, in the aspect of supporting the farmers' education training, government let training credits replace cash grant. Only those who take part in the training and pass the training examination can cash the training credits through the government agencies. By this method, we can ensure the limited funds on the application of the farmers' training.
