The Study Of Rural Human Resouce Exploitaiton Form The Perspective Of The All-orund Human Development

China is an agricultural country with a large population. Due to the large numberof China’s rural population, the level of rural development is not balanced. The viewof man’s all-round development in Marxism is to realize the development of the wholesociety and all the people. From the situation of our country’s point of view, ruralhuman resource development in China is the foundation of achieving the humancomprehensive development. From the experience of foreign rural human resourcedevelopment, developing the rural education, promoting the transfer of rural laborforce, improving the rural social security system, and enhancing the overall quality ofthe rural population, we will make our country from a country with a large number ofrural population into a country with rural human resources. Hu Jintao in theEighteenth Report of the party pointed that solving the problems of agriculture,countryside and farmers are the priority among priorities of the party’s work. Therural human resource development is important to realize man’s comprehensivedevelopment. For China’s long-term backward rural social economy, it is theinevitable requirement of realizing people’s overall development. Therefore, humanresource development in rural areas from the view of man’s all-round development,by understanding the situation of education in rural areas, and rural human resourcesdevelopment status and achievements of Mudanjiang as an example, to provide thecountermeasures and the ways to explore the rural human resource development ofour country. Through the development of rural human resources, we can achievehuman comprehensive development. This research is helpful to increase the income offarmers, to meet farmers’ material and spiritual requirements, and to speed up theintegration of urban and rural construction in promoting China’s socialistmodernization construction.This paper is based on the exploitation of rural human resource, combined withthe concept of human comprehensive development. It analyzes the problems ofChina’s rural education and training, transfering rural labor force, and social securitysystem, from researching on the situation of rural human resource development. Itsummarizes the achievements and shortcomings in rural human resource development,the city of Mudanjiang as an example. Based on the situation of status and experienceof foreign rural human resource development, it finds out the correspondingcountermeasures of our rural human resource development.
