The economical development, the population increase, and at the same time the wasting and unreasonably use of the land resource, intensify China's land resource usage contradiction, which has been prominent day by day. The issue of how to use the scarce land resource efficiently, how to protect it effectively and make it developing sustainably has become a significant question both in theory and practice.The research of this paper about the usage structure and optimized layout of Qingdao city and its countryside and the countermeasures will be advantageous in promoting the intensive use of the land, optimizing the usage structure, making the reasonable use of the land resource be the promotion method of the economical development both for Qingdao and our country.By the approach of combining the theoretical and empirical analysis, and integrating the qualitative and quantitative methods, the synthesized analysis and so on, this paper studied the issue quantitatively with the gray system method, the tendency pre-measurement and so on. Thirdly, based on the application research of Qingdao, leaded by the Scientific Development Standpoint, take the land resource sustainable use as the goal, this paper proposes the countermeasures for the land resource optimizing use and layout of Qingdao city, which will do great favors to land resource reasonable usage and protection. Finally, pothook of the increase of city construction land and the decrease of rural residential land provided a new method to relieve the danand of city construction land in the progress of urbanization, correlative suggestions were put forward to promote the actualization of the pothook.
