It pointed out that the production value of the main marine industries of the coastal provinces, autonomous regions and municipalities all assumed the trend of escalation,and the regional sea economy developed continuously and rapidly.Since Jiangsu provincial committee and provincial government proposed the developmental strategy of construction of east Jiangsu on the Sea", through more than 10 years of practice, substantive progress and breakthrough have been made in the development of marine resource, the development of sea economy, the construction of "east Jiangsu on the sea", and the development of sea economy marches into a hew rapidly rising stage.But there are still some difficulties and contradictions in the sea economy of our province such as small total capacity, contributing little to the economic development of the province, large proportion of traditional industry, lack of some leading enterprises driving sea industry, which is not matched with the economic development of the province.Therefore, speeding up the development of sea economy is of great significance in rapid revitalization of central Jiangsu area, the leaping development of northern Jiangsu area, and the realization of the strategy of the common development of regional economy proposed by the provincial party committee, provincial government.Meanwhile, through the knowledge of the importance on the development strategy of sea economy, the author once again explains the importanc of the development of sea economy to regional and even national development.Based on the above elaboration, this article emphasizes the strategic significance and opportunity of Lianyungang city in the development of sea economy and proposes that speeding up the development of sea economy is the main approach of making Lianyungang prosperous, speeding up the development of sea economy is the effective cut-in point for Lianyungang city as the main component of revitaliation of northern Jiangsu, and speeding up the development of sea economy is the key of regional core competitive force of Lianyungang city.Lianyungang city is faced with the development opportunity such as the support of national policy, concern of the provincial party committee, geographical and resource advantages, but has the development bottleneck such as the industrial bottleneck, service bottleneck, system bottleneck, fund bottleneck and so on.
