Under the survey of the status and destination of Dalian software industry, in connection with the training experiences of Software PM in America and India, a pilot study is conducted to analyze the nature of PM, its training mechanism and relevant policy. It is proposed that the PM-training system need further holistic research to promote the developing of Dalian software industry. The demand on the qualification of the human resource for software industry is under floating due to the personal role changing, market developing and technique renovation. Traditional training systems regard the human resource as the product of various educations, implying a solid, static opinion of talent, which failed to comply with the varying request of software industry. On all the three layers of the training mechanism, including policy and strategy of government, operating mechanism of enterprises, self-education on knowledge and capability of employee, the benchmark should be aimed at the project process to fulfill the dynamic and developing market demands on the human force structure, and a holistic training system should be established and integrated. The government should take its duty in the research and practice of the PM-training system especially.
