Small property housing is a specific product in China’s urban-rural dual land system.Since its emergence, it has been in a low price to attract consumers. Along with the rapid development of the real estate market in recent years, urban housing prices has been getting higher and higher, which makes urban residents whose demand for housing take their sights on the small property housing since they cannot afford commercial housing.Survey data from media reports and relevant institutions show that small property amount is huge and they are widely distributed, which brings some controversial social problems.Now the state has not recognized small property housing yet. Its main basis is the "land management law" restrictions towards usage of collective land. But in real life, the small property housing has played an important role and its existence has rationality. So the small property housing has become a hot topic of academic discussion.Since the housing supply mainly depends on the market, security housing has developed rapidly with small property housing. Since the State Council proposed the establishment of the national housing security system in 1990, the construction of security housing has made remarkable achievements. The basic housing security system has been shaped fundamentally. Security housing has played a huge role in housing needs of residents. And in the context of higher prices, security housing has become the guarantee of social stability and the catalyst of social fairness. But with the development of society and economy, the shortcomings of the current housing security system is becoming more and more obvious, especially in the context of urban scare land resources, security housing was in a seriously insufficient supply. Under the poor local finances, security housing funding sources is severely restricted, these factors greatly limits the development of housing security system in our country.One side is a large amount of small property housing, while the other side is a serious shortage of security housing, all this are China’s urgent housing problems need to be solved.Compared to the utility function of the two housing we could find that, on the one hand,small property housing in some extent has played a certain role in housing security and solving the housing problems of low-income groups who are our main object of securityhousing supply. On the other hand, a large amount of small property housing guarantees possibility to increase substantial security housing supply in a short time. Building on collective land, as private capital is the main source of funding, small property housing provides a new way of thinking to improve housing security system.Based on the above considerations, this paper will determine the illegal small property into legitimate security housing. Through comprehensive analysis of the problem of small property, this paper grasps the nature and characteristics of the small property housing,analyzes the difference and correlation between small property housing and security housing, and then further explores the necessity and feasibility of the two sides. In conjunction with the restricted factors of the development for security housing and without changing the dual structure in urban and rural land, this paper tries to explore a new of thinking which can not only solve the problem of small property housing but can perfect the housing security system, namely the small property housing and security housing fusion mechanism.
