Due to the restraints of resource endowment and different development stages, industrial structures of different nations invariably exhibit a gradient distribution on the global industrial value chain. Such differences have given rise to the mutual complementation between developed and developing countries (regions) in terms of industrial structure adjustments and industrial transfers. In the process of increasingly deepening division of labor and constant industrial upgrading, as new industries with higher added value and greater prospects for development have continuously emerged in developed countries and regions, a large number of production factors have flown in; consequently, traditional industries have gradually lost their ability to survive in these countries and regions. In comparison, many underdeveloped countries, despite their backward economic development, can rely on the development and deepening division of labor of their respective national economies for industrial structure upgrading on one hand, and receive industrial transfers from developed nations and regions on the other hand.Taiwan's miraculous economic development, which has once grabbed worldwide attention, can be attributed to both unique conditions and common conditions. Moreover, the prospects of Taiwan's socio-economic development are currently in the peak period of industrial transfers. Xiamen's economic development remains in a period where the secondary industrial structure is experiencing accumulative growth. On the basis of summing up the industrial structure theories, this paper suggests that two factors– technological progress and industrial policies– have played a key role in the transfer and development of industrial structure, and analyzes its mechanisms. The paper then proceeds to probe the current situation and development trends of Taiwan's industrial development, and at last explores the policy selection for promoting the industrial and economic growth of the Xiamen area. This paper consists of four chapters:Chapter I begins with an elaboration of the basic connotations of industrial structure and major theories of structural transfers and development, including the theories of outward industrial transfers and international commodity lifecycle, the"goose flight pattern theory"--the industrial gradient transfer theory, the late starter advantage theory, the unbalanced development theory, the structural transformation theory, the industrial gradient shift theory, and the counter-gradient shift theory. It then explores related power and realization mechanisms in industrial structure transfers and development, and the means of international industrial transfers. At last, it analyzes the influence factors and trends of industrial transfers, thereby building a basic framework of the theory and model of industrial transfers and development.Chapter II further investigates technological progress and industrial policies, two factors which are essential for industrial transfers and development; probes the relationship between technological progress and industrial transfers and development and the approaches to promoting industrial reforms; and analyzes the spontaneity of technological transfers, the initiatives of technological selection, and the theoretical foundation for nations with late starter advantages to achieve"leapfrogging"development in the process of technological selection. This paper also elaborates on the connotations and contents of industrial policies and provides an in-depth analysis of the selection of dominant industries.Chapter III, on the basis of the theoretical analysis in the preceding paragraphs, analyzes the development status and experience of Taiwan's industrial structure and the trends of transfers, and sums up the theories and practices of the transfers and development of Taiwan's industrial structure.Chapter IV analyzes the basic conditions of the industrial and economic development in the Xiamen area and the situation in its manufacturing industries in connecting with industrial transfers from Taiwan. It also provides a feasibility study and policy suggestions on the theoretical basis with regard to Xiamen's industrial development and connection with industrial transfers from Taiwan.
