The Innovation Of State-owned Economic Institution Under The Frame Of Industry International Competition Policy

With the development of economic globalization,participating in the international competition has become Chinese industrial development trend. Though the problem of the state-owned economy should be able to play the role also concerned about the lack of adequacy, international competitiveness of the industry policy of the theoretical circle will become a focus of attention. The state-owned economy is not only the form of the realization of public ownership, but also an important means of state intervention in the economy. It is an important theoretical and practical issue that state-owned economy in the international economic competition policy framework should be concerned. The paper is based on the perspective of Law and Economics, and research on both international competitiveness of the industry and state-owned economic policies. Firstly, summarizing the research results of both industry international competitiveness policy and the function of state-owned economy. The second part analyzes competitive industries internationally competitive situation which is relative concentration of Chinese state-owned economy, through historical evolution of industrial distribution of state-owned economy and the perspective. The state economy is the production which is owned by the state of the economy. Then, the third part is experience about international competitive policy of South Korea and Japan. The fourth part Comments on the Government's policies, regulations and regulatory performance of increasing the international competitiveness of industry. The last part illustrates a number of recommendations about how to play an effective function, and enhancing our international competitiveness of the industry. The first part is the literature review about the international industry competitiveness and the function of state-owned economy. Following with research and practice, we gradually realize that Chinese state-owned economy not only exist in the area of competition, but also in the field of competition. It also played an important role in industrial policy of Chinese major industries.The state economy is the pillar of our national economy, and the main providers of energy﹑transportation﹑raw material﹑and technical equipment. It is also the main source of the state's finance. The state economy is the backbone of the development of society as a whole, the growth points of major economy. The important strategic position of state-owned economy in the national economy is the key of enhancing the international competitiveness of our industries. On this basis, I proposed some thinking. Firstly, the state-owned economy played the functions of the entire resources; secondly, the innovation of investment and financing systems; thirdly, attention to the technical level of industry and the enhancement of the ability of independent innovation.The second part analyze competitive industries internationally competitive situation which is relative concentration of Chinese state-owned economy, through historical evolution of industrial distribution of state-owned economy and the perspective. The state economy is the production which is owned by the state of the economy. Its industrial distribution is various departments involved in the national economy. Generally speaking, The role of the government is implementing macro-control, resolving the failure of market﹑scaled Economies, and the inequitable distribution of equality in the economic market. The state-owned economy also plays the role in these fields. The article introduce historical evolution of industrial distribution of state-owned economy and the perspective from the planned economy period and after reform, and take auto industry﹑information industry and the steel industry for example. Following with Chinese reform and opening-up program, the domestic market and the international market are becoming more integrated. Exports Of the world's total and the share of total exports increased annually, and some products have strong international competitiveness.The third part is experience about international competitive policy of South Korea and Japan. South Korea developed and implemented a clear industrial policy in accordance with its actual situation and study about Japan's experience. It become the newly industrialized country and created the attracted worldwide miracle attention from a country which is of poor natural resources and economy within short more than twenty years. What's more, Korea Republic had worked out a train of law and regulation, which advanced international competitiveness in that field. What industrial policy Japan implemented is an important part in leading economic growth pattern government, which made up the defect about broad existence of Japan's marketplace effectively. It had driven overall economy fleetness to increase directly through Supports of Scaled economy and economic results which had obvious basic industries. The policy Japanese estate implemented is a step-by-step process. Actually, its policy is the result of two kinds of opposite﹑strained﹑harmony policies. Though there is the certain gap between Chinese policy and these two countries'policy, the aim about enhancing industrial international competitiveness had no difference. The arrangements of these countries'international competitiveness draw lessons about developing International competitiveness to our country.The fourth part Comments on the Government's policies, regulations and regulatory performance of increasing the international competitiveness of industry. With the constant improvement in the implementation of international competition of Chinese industry policy, Chinese economic development become sustained, healthy, and coordinated. Since reform and opening up, the industrial policy of giving priority to the development of heavy industry had been changed unilaterally. On one hand, focusing on the development of agriculture, light industry, basic industries, infrastructure, tertiary industry and the high-tech industry is important. On the other hand, the industrial structure had changed greatly. This paper focuses on our industrial international competitive policy from two areas of the achievements and problems. This policy is a necessary condition for sustained and healthy development of national economy, and the implementation of the policy is a powerful guarantee to strengthen the international competitiveness of China's industries.The fifth part illustrates a number of recommendations about how to play an effective function, and enhancing our international competitiveness of the industry. Firstly, the state-owned economy played the functions of entire resources. As our economic reforms and the continuous development of the market economy, and with the support of development strategies and related policies which is related to central large enterprises, Chinese large corporations, the scale of large enterprise groups grow rapidly. Formation of large enterprise groups which is by means of mergers, acquisitions, joint, and reorganization had become an important means of improving the efficiency of state-owned assets﹑business performance and competitiveness. Secondly, the innovation of the investment and financing system is vital. Campaign financing is the starting point for venture capital and the foundation of corpora ting distribution income. The information of financing mechanisms determines and influences the operational activities, achieving the objective of Corporate Finance, as well as its international competitiveness. Thirdly, pay attention to the technical level of industry and the enhancement of the independent innovation. People realized that innovation can bring benefits since that the contribution of high-tech is prominent in the economic growth. Although our high-tech industry made great achievements, there are still some problems not to be neglected. In order to solve these problems, there are two aspects:On one hand, it is the key that independent innovation and the relevant mechanism of international competitiveness of high-tech industry should be proved theoretically. On the other hand, seek to make use of independent innovation to improve the international competitiveness of the high-tech industry which is based on the intrinsic. Therefore, the country's international competitiveness of high-tech can be enhanced through correct guidance of the development of our high-tech industry.
