21st century global economy has entered the era of the knowledge economy, in the socio-economic development of high-tech industries play an increasingly important role. High-tech enterprises in the industry because of its characteristics, it has mainly come from its core competitiveness of a knowledge-based staff. Therefore, retaining key employees, developing the potential of the staff, to improve the ability of individuals to create high-tech enterprises to become the main content of the core competitive edge. The high-tech enterprise in the traditional human resource management activities, the recruitment procedure is not scientific, high-risk training. Performance management objectives is not clear, fair pay and benefits are frequent phenomenon. It is essential to the traditional human resource management improvement and innovation suitable for high-tech enterprises and their employees to establish the characteristics of human resources management system. Since made competence concept. Some large foreign enterprises have begun to use high-tech model of competence and have been successful. China's high-tech enterprises have also begun to use the competence of the minority model. Competence model will be applied to human resources management system, which is a human resources management thinking innovation is also the practice of human resource management.Firstly, in this study introduced the development of China's high-tech enterprises, expounded the concept of high-tech enterprises, and analysis of the characteristics of high-tech enterprises and the development of China's high-tech enterprises. Then use the map of human resources, staff will be divided into four groups of high-tech enterprises, and analyzes the characteristics of the hi-tech enterprises.Secondly, introduce the definition of competence model, and give the competence model new definition. point out competent ability have knowledge ability and technical ability. and these post upper behaviour take place fine achievement effect job had by employee motivation, individual particularity, society role. And article has introduced three kinds of representate competence, suggest that the high-tech enterprise employee's competence partition for the ability and core for special field competence.Have expounded competence and determined the amounts of the components of a substance measuring way.Thirdly, analysised why the competence model is applicable to the high-tech human resources management, in the establishment of a new human resources management system based on the established model of competence in key positions, and in the process model and the model uses to emphasize the point. Through recruitment, training, performance management, salary administration, succession planning and other related aspects of the use of Competency Model which will highlight the advantages of high-tech enterprises, and construct a model of competence in human resources management associated with the operation flow.Finally, this study have taken a communication-engineering company of ChengDu as example, and introduced how to build a model of competence, and the changes after competence in the use of human resource management activities of the company.The innovation of this study is to feature a high-tech enterprise staff perspective, explained competence model in the high-tech enterprises in related areas of human resource management systems. And the establishment of competence in the use of the model to model a clear view of the model and focus on the hierarchical model. The weak point was the model of competence in high-tech enterprises of all aspects of human resources management rather superficial.
