Gansu Academy of Mechanical Science was a academy belonged to the Gansu Province. In 2005, according to the policy of restructuring, the academy changed its system from a Full funding institution to an enterprise. Now the Academy of Mechanical Science is a science and technology enterprise. Its main areas include: metallic materials, mechanical and electrical engineering technology, industrial instrumentation and automatic control technology, and agricultural products' processing and agricultural equipment technology. In the same time, the Academy of Mechanical Science has industry service agencies, include: institute department, standards information department and inspection testing center.Due to confront the ferocious marketing competition, the academy focuses its strategy object on a science and technology enterprise which sets scientific research, production, marketing, and services industry. In order to finish its strategic objective to win the advantage, there must be sufficient human resources in enterprise. For this reason, the elaborate human resources planning must be done in advance by enterprises. But the academy who has not a reasonable HR planning now faces a big problem about HR management. The problem even does some negative influences on the relative systems such as recruitment, hiring, promotion and salary of the enterprise.In this paper, At first, the concepts and relative contents in the field of HR and HR planning are explained. Then, a detailed analysis of the internal and external environments which influence the HR planning of an enterprise is made. Based on that, the author regards the strategic objective and HR state to analyze and forecast its HR demands and supplies, making a 5 years' HR planning in the future. At last, the paper advances some measures to guarantee the HR planning. As a typical company of science and technology, the academy has certain representative in human resources management and human resources planning, therefore, this thesis has some reference value to other enterprise in human resource planning.
