E-learning (electronic learning) is learning and training activities based on internet, intranet, LAN or other digital surroundings. Compared to traditional classroom-based training, it is flexible and convenient, learners may learn at any time and any place; some of the most outstanding advantages of E-learning are: reduced overall cost, learning times reduced, consistent delivery, on-demand availability, proof of completion and certification and so on. Due to these advantages, it is necessary for large-scaled enterprises to introduce E-learning into their training systems to enhance the competitiveness of enterprises. A lot of large-scaled enterprises in the world have achieved good results in the training of staffs with the help of E-learning, many Chinese companies are hesitating in the action of introducing E-learning.To help China's large-scaled enterprises use E-learning to enhance the competitiveness in the world and avoid falling into traps when they introduce E-learning, this paper tries to analyze some key factors which are influence on implementation of E-learning with the help of interviews with experts, surveys and comparison tests. These factors include many aspects concerning to introducing E-learning into companies: the goals and needs of companies, strategies, how to attract staffs, the evaluation of learning and so on. This paper also tries to find suitable models and strategies for the effective implementation of E-learning from both theoretical and practical application research of large-scaled enterprises. Based on the current training system of WISCO (Wuhan Iron & Steel Group Corporation), a large-scaled enterprise on the area of steel industry in China, this paper finds some problems in training system of WISCO. Then, the paper puts forward some E-learning strategies with the surrounding analysis of WISCO. Based on the implementation experience of enterprises'E-learning, this paper puts forward a 6S model for attracting staffs to keep study in E-learning systems. The 6S model includes: Substance Rewards, Spiritual Incentive, Suitability Improving of Staffs, Superior' s Help, Support Platform, and Short Coursewares.
