Through the analysis of the PSA R&D organization, the process of the academic development plan, the relation between academic development and its new items, the changes of the R&D organizations and the progresses in academic development of DPCA in last ten years, it makes clear the importance role of the R&D organization in the improvement of the R&D abilities and the long-lasting innovative ability.In the conclusion part, Il pointes on the relation between the innovation and R&D of enterprises, proposing three aspects which should be paid attention to the construct of high-efficient R&D organization. The three aspects are: the goal of academic development that is in consistence with the company's development strategies; the company's consummate rectangle R&D organization, and the double-axle operating model.Self-innovation is the necessary choice for a company to improve its core-competence and develop in a long-lasting way. Self-research is the vase of self-innovation. The basic research and implication research is the source of innovation. Chinese enterprises is left far behind in the R&D abilities. That's part cause of the low-investment, while the main problem vies in the R&D organizations, which neglected the basic research and application research in the past. Because of that problem, the long-lasting development of the core-technology cannot be guaranteed. The R&D ability of Chinese enterprises cannot reach the level of multi-national corporations in the investment on exploration with in a short time. Therefore, we should set up a much more efficient R&D organization, to get the maximum effect with limited R&D investment.This essay analyses how enterprises can improve their exploration efficiency from the internal organization of its R&D organization and also gives some suggestion.
