Since the reform opening, our country private enterprises, especially middle and small private enterprises, are developing at full speed, having constituted the important part of our country national economy. But, with the development of our county market economy and the influence of economic globalization, the exterior environment and existent space of our middle and small private enterprises have changed greatly compared with early days. In the meantime, because of the influence of planned economy and Chinese traditional culture over a long period of time, the method of depending on persons and the management consciousness of non-rationality are still widespread. Especially compared with the large-size enterprises, the majority of our country middle and small private enterprises are still in primary level and layer in respect of human resources management conception and operation, which has seriously prevented the enterprises from developing further and healthily. Therefore, facing the rigorous situation of human resources management, our country middle and small private enterprises have to realize from the deep level that a talented person is the base of existence and the source of development. Besides, they should consider strengthening human resources management as an important and strategic mission of promoting the enterprises to develop, in order to meet intense market competition and challenge.The thesis elaborated a research background and purpose, research present condition and related theories home and abroad, and analyzed the present condition and existent outstanding problems and reasons of our country middle and small private enterprises. Besides it put forward solutions and suggestions that our country middle and small private enterprises should set up strategy human resources management system about these problems. The research of the thesis has practical and useful significance for strengthening the human resources management of our country middle and small private enterprises.
