Private small-middle enterprises in our country are stronger and stronger, the contributions for social stability and economic development that they have made can not be ignored. As the competition intensifies, private small-middle enterprise will mainly depend on efficient management system and the unique competitive ability that has been cultivated by system to grow, performance management is an integral part of the management system, it not only helps enterprises improve the strategic execution capabilities, but also helps enterprises improve management and enhance the competitive ability, therefore performance management has caused more and more private small-middle enterprises to concern it.This paper mainly focuses on how to use People Capability Maturity Mode and other performance management theories and methods to create performance management system of private small-middle enterprise. Before this paper, many experts in our country and abroad have advanced a variety of theories about performance management of enterprises, one of the most comprehensive and systematic performance management theories is P-CMM that contains human resource process management and diagnostic tools. This article tries to recommend the methods of performance management in P-CMM, then learns other theories and methods of performance management. At last, I design the model of performance management system which is fit for private small-middle enterprises in our country.The main artical is divided into four parts:literature review, status analysis, modeling and system.implementation.The first chapter explains the initiative and the research methods based on the researches at home and abroad. The second chapter discusses the status and problems of performance management of small and medium private enterprises in China, points out the viability that P-CMM is applied in SMEs. The third chapter proposes processes and ideas of performance management system designing, establishes the P-CMM-based Design for the Performance Management System in Private SMEs. The forth chapter proposes SMEs implement performance management system, and runned between different employees.
