The competition of companies in fact is the competition of human resources. The R&D employees are the most valuable human resources in high-tech enterprises. The performance evaluation of those people is not only related to their compensation, position change, promotion and demotion, prize and punishment, but also determine the enterprise's rise and fall. During the enterprise of T reform, it happened many state-owned enterprises will be faced with management problems,how to seize an opportunity and make biger and stronger,establishing and perfecting of the performance appraisal system is a key problem.Now the R&D staff performance of centres for technological development in the enterprise of T is at the initial stage,it is in order to assure essential move to build up simply and traditional methods,it adapt to simple motivation and assign. This paper makes an system and thorough research on the topic of performance appraisal to the R&D staff of the enterprise of T special vehicle manufactory, applying theories of HUM, business management and performance appraisal ,adopting the measures of qualitative and quantitative analysis, combined with the practice of the firm and the theories .At first the paper expatiates on the theory of performance appraisal, summarizes the present situation of studying and applying of the theory in and out of the country. Secondly, the paper analyses the system and the problems of performance appraisal of the enterprise of T, adopting the method of empirical analysis by interview on spot and investigation using questionnaire, and explores the reasons of the problem through different direction. Thirdly, on the bases of analysis of work, character of work and relation among R&D staff of the enterprise of T, the paper designs the system of performance appraisal, which has an index system including measures, main body, approach of feedback and complain, possible deviation and measures to reduce it. At last, considering the present condition of the enterprise of T the paper puts forward ensurance methods and notice items of carrying the new system and criterion of process of performance appraisal.
