Hancheng power plant sustainable development concerns the economy and society's coordinated development, the environment protection, and the sustainable development of power industry in Shaanxi. So research on the sustainable development of Hancheng power plant has a great significance.In this paper, based on the researches of the current situation of power industry in Hancheng, referring to the results of inside and outside researches concerned, and according to the comprehensive assessment theory and the connotation, the thermal power plant sustainable development is defined, and the index system is set up; The method of AHP is used to evaluate the sustainable development of Hancheng power plant; Subsequently, the GM(1,1) model is set up to realize the forecasting of the power plant sustainable development; Finally, based on co-integration theory the relation between electric power consumption and economic growth in Shaanxi is researched, and the long-term co-integration between the real GDP(Gross Domestic Product ) and electric consumption is verified, which realizes the forecasting of power demand of Shaanxi.
