With the improvement of the market economy system and the reform of the labour and personnel system, the principle of human resource and its management has already been accepted extensively. The performance assessing is the key and foundation of the human resource development and management. The staff's training and configuration will be in accordance with it. The staff's payment and performance evaluation will be implemented according to it and the staff promotion, post change and transfer will be in accordance with it as well. The scientific performance assessing has the functions of guidance, excitation, education training, feedback control and communication in the human resource management. But the method of traditional performance assessing has a lot of limitation, such as paying much attention to the results which causes the attention to the short-term benefits , lack of staff training which is the means combined with the enterprise stratagem for the long-term continuable development etc.This paper mainly takes the performance assessing system of Xianggang Messer as the study object and on the base of analysis on this system it introduces the new and effective performance assessing system theory into this company's performance assessing process and makes the innovative design on the performance assessing system. First, it set forth the background and significance of the selected subject, the ideas and methods used this paper. Then it rebuilt and designed an effective performance assessing system which is suitable for the development of the company on the foundation of analysis and study on the existing system of Xianggang Messer. At last it explained the implementation of the new system and an evaluation is made in this paper.In the process of executing the improved system, aiming at the phenomena which is hard to examine the performance of the production staff in the state-run enterprises quantitatively it raised the proposition how to make the performance assessing by quantity and explained the reasons and whole process of the performance assessing innovation taking the example of Xianggang Messer combined with the strategical performance assessing system used domestically and at abroad. It also introduced the details, method and measures used in the process systematically. After the execution of the improved assessing system, it put forward the suggestion of improvement to the same enterprises in accordance with the impact on the production staff and the performance of the company.
