Only by fully utilizing the superiorities from institutional arrangements, making the government's anti-poverty activities, the impoverished individuals'efforts of getting out of poverty, as well as the other groups rescuing activities mutually supplement each other, together with strongly recognizing and protecting the motivation, existence form, and social effect of the impoverished individuals, a sound allocation of resources and a normalized, institutionalized and legitimate anti-poverty activities can be realized under the reasonable legal regime.
