Research On Evaluation Of The Implementation About Integration Of Urban And Rural Passenger Transport

With the accelerating steps of urbanization, urban public transport has developed rapidly and bus lines radiated from urban more and more, which lead the contradiction between urban transport and rural passenger transport increasingly outstanding. The contradiction between the two is reflected in not only range of passenger transport, but also some unreasonable management system and operation mode such as overlapped functions, multiple managements. It is urgent affairs that straightening out management system and establishing an integrated urban and rural passenger transport system. New ideas to solve the different problems existed urban and rural passenger transport are given with the presentation of integration of urban and rural passenger transport. According to a series of theory research on integration of urban and rural passenger transport, the implementation of which is a dynamic, constantly perfected process. Therefore, it is necessary to scientifically evaluate the implementation process of integration of urban and rural passenger transport, in order to reasonably control the process and correctly grasp the advancing direction of integration of urban and rural passenger transport.Through the combination of theoretical analysis and empirical study, starting with theoretical basis, connotation and component elements of integration of urban and rural passenger transport, basic idea and development mode of developing integration of urban and rural passenger transport in China are analyzed and the main content of implementation evaluation is cleared in this thesis. Based on them, evaluation index system of evaluation content and correspondingly comprehensive evaluation model are respectively established using the theory of economics, managements, systems engineering, transportation planning and the method of mathematical statistics and operational research. Eventually, through empirical analysis for theoretical research in the thesis combined with practical application, validity of model is confirmed. Evaluation index system and the method of implementation on integration of urban and rural passenger transport have important practical significance to provide decision support for implementing integration of urban and rural passenger transport for the government, and provide application tool of planning, design and supervision for the implementation departments.
