Study On Mechanism And Regulation Of Rural Land Use Change Under Tourism Development Based On QingShuiHe Scenic Area

In recent 10 years, with the rapaid development of China's tourism industry, it has became a local economic growth Impetus in many areas. Natural scenic areas is one of the dominant resources to stimulate eco-tourists, so driven by comparison interests, the construction of scenic spots has been on the agenda of all levels of government and the economic entities. In many rural areas, tourism resources development have led to the wanton abuse of land resources and the massive loss of arable land, and the great changes of land use and land cover. A large number of non-agricultural land appears in rural areas, which is not conducive to the sustainable use of land resources and building a new socialist countryside, but also brought a host of social problems.This study is to explore the land use change and regulation issues under the influence of the development of tourism in rural areas, which focus on the driving force of land use change of the study area in the context of tourism development and explore the countermeasures of sustainable land use in rural areas.First of all, the dissertation summarizes the current situation of the tourism and land use at home and abroad and introduces its methodologies and the thinking framework. And from the people and land relations theory, theory of sustainable development, control theory and systems theory, it analysises the composition, structure, character, function and evolution of the land-use system and the necessity for regulation as well as the theoretical background and practical significance of regulation.Second, the study on the present situation of the study area land use involes in the overall situation of land use,the geographical composition situation of land use types,the quality situation of land use and the efficiency situation of land use in the scenic area.Applicated of theories and methods about geography, ecology and economics, the response of land use in rural areas to three function mechanisms is analysised in the tourism devulopment of rural areas,which is the function mechanism of the natural environment, the socio-economic environment and land use change decision-making.Through analysis we have:a.The study area's landform characteristic for the mountain, the valley interlock mutually distribution, has the tremendous influence to the land use. The unreasonable land use and the massive influx of tourists create the land ecological environment condition change, cause the land suitability and the restrictive change, promote the study area land use and the cover change.b.The tourism development promotes the development of tourism-related industry and leads land use to diversity. Changes of the agricultural population to non-agricultural population and conversion of agricultural land to non-agricultural land,which as the characteristics of the process of non-agricultural land use has a profound impact on land use, resulting in the way of land-use change; "False" urbanization of population makes the villages and small towns construction land to expand suddenly, but remote mountain countryside residential area land"hollow"at the same time massive existences; the change of from the crop agriculture to primarily the agriculture, the forest, the animal husbandry integrated development mainly driven by tourism, causes the partial farmland use type to have the transformation; township industrial development-oriented industrial development pattern leads to the dispersion and extensive land use.c.Land use change in rural areas main shows as farmland non-agriculture process. In the turism development the non-agriculture in fact is the decision-making result of the land user and the landholder, which contains two aspects, one is the policy-making result of four directions gambling among the Central authorities, the Local authority, the developer and the farmer, the other is farmer's policy-making behavior in the farmland internal structure adjustment. through gambling analysis, we know that,under the existing system supplies, the Local authority, the developer and the farmers have not the power to protect the farmland, so non-agriculture is becoming expansion. In farmland internal structure adjustment, farmers to pursue the income maximization, make the farmland interior adjustment on own initiative.Finally, on the basis of analysising land use change mechanism, sustainable land use regulation and control measures in the development of rural tourism are proposed: First, strengthen tourism land-use planning and evaluation; second, to strengthen eco-tourism sites environmental assessment mechanisms; third,to strengthen the rational utilization of land resources allocation;fourth,to strengthen farmland protection, safeguarding rights and interests of farmers; Fifth, to strengthen study of the sustainable use of land resources model.
