| Our society has come into 21 century, drought and water shortage are the major factors limiting the sustainable development of social economy. There are reasons as follow: the uneven distribution of water resources in time and space, and the inconsistent combination of the water and land resources are congenital factor. The great water waste is the acquired factors. Due to agricultural water, occupied about 63.2% of the using water, is great water waste and seriously water use contradictory. Therefore scientific water price forming and running mechanism are proposed the program. Based on this, a continual development water price reforming theory is proposed.The spatial of whole passage is continual development. The first step is expatiating related concept of water sustainable exploitation and utilization, then study on water requirement manage theory and its applying in water sustainable exploitation and utilization. Proposed the goal, principle and means of water requirement manage. The paper study on the water requirement management operating mechanism, key from water users requirement morphology, proposed the function of water price applying in water demand management.Then comparison study of water price at home and abroad. The water price management and reforming development course is systematical analysis. Based on the angle observation of water sustainable exploitation and utilization, the problem existing in water price is proposed. Take America, French, Canada, Israel for example, analysis on formulation of water price mechanism, management means and success experiment. We should refer to the helpful experience of the western nations to manage the water price.Then analysis the water price basic theory, water reforming mechanism and agricultural model, explain the basement theory and property of water price's formulation.According to the property of water-supply industry and the objective condition of water market, proposed the agricultural forming mechanism in line with the present situation and continual development in China. Based on sustainable development agricultural water price, a water price model is present for different stages.Last, we analysis the deep level problems in agricultural water price at present. We foresting the large irrigation area agricultural water price in Shaanxi province, calculating the suitable sustainable development agricultural water price by using this model. Through this passage, we study sustainable development agricultural water price thory system,The conclusions are following:(1)The water source requirement management is the effective explotion and utilization management medel. By means of leverage effect of water price, It can be change the user's water-using behaviors and water use habits, improve water-using efficiency, decrease the damand for water.(2)Study and comparison of water price between China and other countries, we should take the foreign advace management experience, strengthen soft manage. Basing on these content, the author was proposing the view of water price management applying elastic management, such as transforming fixing on water price by government to combining determining upper limit of water price by government with society superintend.(3)A water price model is set up with considerating compensation to water supply cost and negative affect to ecological fee.(4) We conclude that the agricultural water price have great difference between the sustainable water price from caculating agricultural water price. We propose the government should increase compensation to water price, realize the good operation to hydraulic engineering management bureau.This paper study the sustainable development agricultural water price theory and revolution. It give a reference for making a proper water price, point out the direction of water revolution and offere powerful support for development of agricultural water. |
