Petroleum is an important material base for human-kind's existence and production. The history of the social development has the close contact with the history of oil being realized and used. Today, the oil resources and its exploiting not only influence the social civilization and economic development, but also strongly influence the international politics. Petroleum has restricted the economy development in Japan for many years. It is work focuses for Japan government after World War Two to make and carry out reasonable and effective oil strategy. With the developing of social economy and changing of external environment, Japan is coming up to and perfecting its various energy constitute, multiple importing and energy strategy based on petroleum reservation. At the same time, free exploiting, strengthening petroleum diplomacy and solidifying the relationship with petroleum producing countries are applied in carrying out oil and gas resources.This thesis focuses on the form, content, feature and its problems of Japan's oil diplomacy after the cold war. There are three parts of all. The first part we analyses both the international and domestic background for Japan's oil diplomacy. Also, we make an outline of Japan's current situation of oil, the impact of the two times oil crisis on Japan and the country's domestic energy strategy. The second part, we emphasis on the carrying out of Japan's oil diplomacy after the cold war, and there are mainly four relationships: with Middle East, Russia, middle Asia and African countries. The last part, we can see there some features and flaws in Japan's oil diplomacy, which we should learn and draw on.
