A Study On The Self-Supply In Rural Public Service

With the constant development of economy and the transition and upgrade of the society, one of the conflicts that Chinese society is facing is the confrontation of the overall rapid growth with the public service that is not up to scratch and the shortage of basic public goods. Rural area is where the emphasis and the difficulty of solving problems lie in, while public service supplies of rural area is a national problem. Perfection of such supplies is the inner demand of coordinative development of urban-rural area.Our country has now entered a period where the industry supports and re-feeds agriculture and cities radiate and drive on rural areas, and with the raising of the strategic mission of a new socialism rural construction, effective solutions to supplies of rural public service are becoming urgent on the agenda. Under these new circumstances, provided with the problem of improving the supplies of rural public service, this thesis chooses to discuss on solutions to this problem against the background of constructing a harmonious socialism society.Main bodies providing rural public services of include the government and organizations at village, the market, social organizations. This thesis holds the opinion, as the rural productions and life are presenting themselves in diversification; each body is therefore to undertake the mission of supplying public services in joint effort, which is determined by the conditions of our country and the character of rural public service. A conclusion drawn from the comparison of forces of these 3 parties demonstrates that as a supplement to the perfection, the self-supply which farmers participate to achieve self-service in public demand-oriented, it characterizes uniqueness different from that of the government and the market: in the self-supply, the needs of the farmer express themselves effectively, the capability of rural development get upgraded, the level of the supply of rural public service is also improved. Starting out from the angle of the farmer, this article points out that, although self-service is unable to solve all problems relating to the supply of rural public service, as a supplement force, it still supplements to a certain degree to the former two mechanisms with insufficiencies, and also constructs with the government and the market a supplyement of rural public service.A further discussion is given on practical use of the self-supply in rural public service. The construction of "Six Members" in Fujian rural area is a government-driven beneficial research. Taking its root in needs of the farmer, it promotes self-consciousness of the farmer and the capability of rural development, consolidates the foundation of the rural work at basic level, and thus realizes an effective transition of government functions. This article holds that, the self-supply in the construction of "Six Members" in Fujian rural area provides an effective support for the effective combination of the governmental administrative and self-administration of the fanner, cultivates inner rural local force of self-service, and is therefore an effective supplement to the supply of rural public service.
