Nowadays, with the science and technology advanced by leaps and bounds and the beginning of knowledge-base economy, Science and Technology Economy Integration (S & T and Economy in One) already became the main current of social development in the world. It is a effective measure to carry out the effective cooperation between enterprise, universities and research academies for building close science and technology economy union new system and developing the economy and improving a comprehensive national strength. Since the year of 1992, when the Bingtuan in Xinjiang put "the Industry-University-Research association project" into practice, the technological innovation ability of Bingtuan has been comparatively improved. But there are a lot of problems existing in the process of Industry-University-Research cooperation in Bingtuan. For example, it is short of the effective operation mechanism and pattern, enterprise has not really became the technological innovation main body yet, excitation-restraint mechanism has not been improved and perfect, the dispute of intellectual property rights is grave, and so on. These let the effect army produce the realization learning to study the efficiency and target working together gravely.The main object of the study is the enterprise dominant Industry-University-Research cooperative pattern in Bingtuan. With the main analytical method of case and compare, the paper firstly set forth the basic concept and the correlative theory to produce the theoretical frame. Secondly, the mechanism of the Industry-University-Research cooperation was studied as the ligament and the middle bridge to connect the theoretical parts and the demonstration parts of this paper from dynamic angle. From doing this, we hope to give some advises which help to construct the Industry-University-Research cooperative pattern of Bingtuan. Fifthly, the paper constructed the enterprise dominant Industry-University-Research cooperative pattern of Bingtuan, and with the method of case study, the paper reconstructed the Industry-University-Research cooperative pattern of Tianye and Shihezi University. Finally, we proposed the speed-up strategy for the construction of the Industry-University-Research cooperative pattern in Bingtuan.
