| At present, studies on the organization and management mode of projects as well as the organization structure of projects mainly direct at the constructors instead of the project owner.Literatures on the organization and management mode of projects mainly focus on that of the constructor or construction company, while researches in connection with project owner mainly analyze how project owner organizes the implementation of a project, for example by adopting the contract award mode of DBB or CM. Likewise, studies on the organization structure of projects are usually directed towards the constructors, for example exploring the department of construction project, an organization body established in accordance with leadership structure, department setup, rules and regulations as well as the info system with a view to implementing the project. Less attention is paid on the research of the management of project construction by users or project owner.This paper, based on an industrialization base project of the author’s work and a review of research findings of the management and organization of domestic project, analyzes in-depth the features and requirements of large-scale SOEs carrying on large-scale construction in another place. Preliminary studies on the design of organization structure of large-scale SOEs projects are carried out. In response to large-scale construction projects like industrialization base that involves a few independent legal persons, the organization mode and setup are explored and a mixed project organization mode that applies to large-scale industrialization projects is proposed. The organization mode of the headquarters of project construction is put forward, with case study on the organization structure and design, system building and major management process of such headquarters carried on and the effectiveness of it analyzed. Revision methods are also explored in response to the deficiencies of the headquarters construction. |
