The Study Of Value Of Recreational Fishery Resources And Assessment

With the advent of leisure time, the leisure economy has gradually become an important driving force for economic growth. Leisur is not only a physical and mental entertainment, and character cultivation activities. And more important leisure is the inherent nature of human performance.Moreover, in recent years ,the development of the recreational and leisure-related economic, leisure industry in the creation of employment opportunities, alleviating the social pressure, and maintain social stability have been playing an important role. Leisure has become the main theme of our times.Recreational fishing is an important part of leisure economy,and it is not only associated with the traditional fishing industry,but also there are differences .And it is the new modern leisure industry which use recreational fishery resources, stimulate leisure consumer leisure motivation and meet people`s leisure needs. Recreational fishery resources are the basis of recreational fishery for its existence and development, including tangible and intangible, of course, and the humanities. It can be classified as marine leisure resources and inland fishery resources according to its location.And it can be divided into natural recreational fishery resources and human recreation fishery resources with its inherent attributes.The rapid development of recreational fishing brought great economic benefits to the location people, but due to the traditional concept of the development , people ignored the value of the recreational fishery resources which exists in the development and utilization of resources of the process, and the lack of a reasonable assessment of the value of means and methods, resulting in a long-term resource development of the state of chaos and reducing the ability of the sustainable use of resources. This paper is based on this background, which study the value of recreational fishery resources and the evaluation methods. The key elements as follow: 1. Using the relevant disciplines of the leisure theory ,such as the Resources and Environmental Economics, Tourism Resources and Fishery Resources demonstrate the connotation features and functions of the recreational fishery resources, and for the recreational fishery resources breakdown in conjunction with the National Tourism Bureau classification of tourism resources, tourism resources survey, and evaluation of tourism resources national standards.2. The thesis analysis the value of recreational fishery resources using Western Economics about the labor theory of value and usefulness of the value, and it is necessary that the value of recreational fishing resources existence.The author deeply analysis the value of recreational fishing resources system using the Resources and Environmental economics on the value of the classification with connotations ,characteristics of leisure fishery resources.And The author pointed out that the value of recreational fishing resources include use value and non-use value, the use value can be divined into direct use value and indirect use value,and the non-use value included the existence value ,option value, bequest value, Finally, the author summed up the value of the recreational fishery resources specific content and features according to the classification of recreational fishery resources.3. The author analysis the content of assessment system on the value of recreational fishery resources from the perspective of resources assessment, which includes the use and non-use value, as well as various external factors of the ecological and social factors. In theory ,the author note the theoretical basisof the value of recreational fishery resources assessment with the Use of Public Goods Theory, the Consumer Surplus Theory and Willingness To Pay Theory,and so on.4. The autor discusses the objectives, principles and significance of the assessment of the value of recreational fishery resources,and introduce basic skills assessment from the Assessment Based on Market Value, revealing Preference Approaches and Statements Preference Assessment. And on this basis, the author emphsises the following typical examples of methods: Cost Method,Travel Cost Method and Contingent Valuation Method selected. 5. From a macro-perspective, the author sums up our country's recreational fishery resources,analysises the problem which exsists in the development and utilization of the recreational fishery resources ,and raises the value of the recreational fishery resources countermeasures:①guiding the development of the recreational fishery resources using the Consumer Surplus Theory and Willingness To Pay Theory;②establishing the value of the recreational fishery resources evaluation system;③establishing and improving the value of recreational fishing resources managementand control system;④enhancing the study about the recreational fishery resources and its value.
