In view of stage and the existence question.of the electric power enterprise,and to realize the achievements inspection pattern change,establishes completely,scientific achievements management system,this article anticipated the breakthrough and the innovation in this aspect, taking an Electricity company for example.It is based on the strategic angle research take KPI as the core achievements management system.The research is based on the achievements management theory and method system,mainly including Key Performance Indicator(KPI),Balance Scorecard(BSC)and Benchmarking. According to these theories and the reality of our local electric power enterprises,This article will act through studying KPI achievements management system taking the strategy as the guidance of an electricity company,explore the reformation direction of labor resources management in electric power enterprises,try to design a set of perfect Performance Indicator that conforms to the Chinese local electric power enterprises,and promote enterprise's core competition and the performance management level to deal with the pressure of competition which the electric power marketability reform brings,making a new attempt to the local electric power enterprise's reformation and development.In the design of Performance Indicator,this article will study the successful key points with the principle of Balance Scorecard to form an enterprise's KPI achievements management system goal frame;carry on the closely related analysis again using the goal matrix exploded view, making these strategical goal go with the corresponding Functional departments,and use causes and effects relational graph and QQTC model to decompose into department level KPI achievements management system;and then the essential achievement target of the staff post will be obtained by the department KPI target and the work analysis.In the design of construction,the article will follow the thinking from foundation to application through theory,design according to the reality of an Electricity company Performance Indicator,then discuss empirical study method,and finally use the existing data to conduct the empirical study and to draw the related conclusion to propose KPI achievements management system that has significance on the local electric power enterprise reformation and the development and takes the strategy as the guidance.In this article.the strategic plan was deciding enterprise's organizational structure,the operation flow as well as human resources' plan disposition.The strategic guidance's KPl design can transform effectively the company strategy into company's internal operation process.This article will locate KPI achievements management system taking the strategy as the guidance to display it in human resources management system's central and crucial role.KPI taking the strategy as the guidance is established based on an office qualification system.Through the salary system,the job rotation system,the training educational system and the qualification promotion system manifests to staffs drive,staffs' ability and the achievements level are promoted continuously.
