The Research On The Plan Of Development Strategy Of Hadaqi State-Level Hi-Tech Industrial Belt

With the progress of science and technology, hi-tech industry is exerting more and more profound influence on our economy and society. Many countries in the world are depredating this new field to promote its industrialization and rationalization, and to improve its competitiveness through permeating of hi-tech to traditional industry. Thus, the policy of hi-tech industry plays an important role in the development of hi-tech industry. Therefore, we should work out perspicuous strategy and policies to gain competitive advantage and boost the development of economy. So that, the Heilongjiang Provincial Science and Technology Department title the project with , and focus on scientific and technological research.At first, I study on the relevant theoretic of industrial development strategy, such as regional economic, industrial organization, Regional competitiveness, industrial competitiveness, industry cluster and the industrial chain and so on. And then, I compare the difference of the status of development and policy of hi-tech industry of developed countries and Chinese. Based on those, the article expound the industrial division, transfer and development trends of regional economic strategy, high-tech industry development trends and industrial policy, the economy, social, technical and other external environment. At the end of the article, I got the guiding ideology, principles and goals, strategic positioning and overall development of ideas which are about Hadaqi hi-tech industrial belt. I worked out in 2010 and 2020 two nodes time of industrial development planning, proposed Hadaqi high-tech industrial belt organizational model and its operating mechanism, and the achievement of the development strategy of industrial policy and safeguards.
