Research On High-tech Industrial Structure Evolution And Development Strategy In Jiangsu Province

With the advent of the era of knowledge economy, the focus of economic competition has turned to the talent, information and technology, high-tech industry which is based on a high technology is playing an increasingly important role in the national economy. The rapid development of high-tech industry is indispensable to the reasonable industrial structure, optimization of high-tech industrial structure enhances high-tech industry economic efficiency increasingly. High-tech industrialization in Jiangsu province in recent years has made significant progress, high-tech industry has become a feature of economic growth, but compared with developed countries, there are still some problems about high-tech industrial structure, such as structure advanced process is blocked and the industrial structure benefit contribution rates low.High-tech industrial structure evolution in Jiangsu province from GDP growth, fixed assets investment and R&D expenditures is studied, then to compare with high-tech industrial structure evolution of surrounding provinces. We find that Jiangsu high-technology industry is seeing communication equipment manufacturing industry as the pillar industry. Then using dynamic shift-share model(SSM) to measure structure level of the high-tech industry of Jiangsu province from2000 to 2013. It shows that development situation of Jiangsu high-tech industry is good, the structure advantage and competition advantage is obvious. But high-tech industry needs to adjust the industrial structure. Making an analysis of high-tech industrial structure evolution in Jiangsu province from efficiency dimension by DEA-Malmquist index method, we found that promotion of the efficiency of the high-tech industrial structure in Jiangsu province mainly comes from the contribution of technical efficiency; contributions of technical efficiency and technical change are the inversely proportional relationships. From the structure efficiency changes between high-tech departments, the average efficiency growth indexes of high-tech departments are different, but the technical changes have negative contribution to the structure efficiency of high-tech industry; Further, five industry structure efficiency changes are differences.The evolution and upgrade of high-tech industrial structure are one important premise of fast developing of high-tech industry and economic growth in Jiangsu province, at the strategic level to be paid more attention to high-tech industrial structure adjustment, formulating reasonable feasible development strategy from R&D spending, financing channels, market mechanism and so on. In addition, respectively formulating development strategies for different structure efficiency status ofdepartments, which to ensure that each department structure further upgrade.
