Study On The Rural Labor Relationship

China is a large agricultural country, the rural population accounts for around 60% of the whole population. In China, farmers are not only the mainstay of agriculture, but the mainstay of the country, so the development, harmony and stability of China's economy can not be separated from the concern about farmers, agriculture and rural development. Although farmers are the most important workers of physical forces in China, the possession and enjoyment of the legal and basic right for them is very deficient, such as the development right and the enjoyment right. More seriously, in the enacted"Labor Law", the rights of urban workers are paid to more attention, however the legal rights enjoyed by the rural workers accounting for as much as 60 percent of China's population, are neglected, which still has not been included in the adjustment range of"Labor Law". So, it can be said of rural residents still are in the most marginalized of the country's social security system, and even are elbowed aside.The study is developed on the basis of the status quo of the China's rural areas and the current rural labor relationships. Fully considering the successful experience of domestic enterprises trade unions labor relations and foreign rural labor relationships and drawing the failure of the lessons, this study reviewed the rural labor relationships from the concept, characteristics and existing problems. The main contribution of this study is to propose the concept of rural labor relationship fit for the development of China's economics based on the human capital principle and labor economics theory, associated with of the combination method of qualitative and quantitative analysis. At the same time, another contribution is that, based on the characteristics and current situations of rural labor relationship, this study demonstrated the emergency and importance of building the scientific and standard rural labor relationship in China. Though the building of reasonable rural labor relationship, another reliable security assuring the legal rights of rural workers relative to farmland is established. This can improve the status of rural worker as vulnerable groups and is favorable to promote the sustainable development of rural economy, which can assurance the construction of harmonious socialist new countryside.The framework of this study: Chapter 1: Provide the background research and analyze the purpose and significance of the rural labor relationships as well as summary up the current domestic and international research developments. Chapter 2: Based on the status quo of China's rural development, we defined the basic connotation of the rural labor relationships, made a brief review of the development process of China rural labor relationships and conducted its type. And the characteristics of China's rural labor relationships are summarized. Chapter 3: Mainly carry out the analysis of China's rural labor relationships status from the viewpoint of statistical analysis. Chapter 4: Comprehensive analysis on the existing problems of China's rural labor relationships and the reasons which based on the third chapter are implemented. Chapter 5: Propose the thinking of establishment of a harmonious labor relationship in rural areas. Chapter 6: Summery up in five chapters above on the basis of the foregoing analysis and then focus on the development of China's rural labor relations and the direction of policy proposals. Chapter 7: A brief summary of this study is made.The main innovation opinion of this study:(1) Firstly attempted and made the concept of rural labor relationships and clarify its characteristics.(2) Based on the specific factors analysis of rural labor relationships, this study proposed the optimization of the rural basic organizational system, the improvement of relevant laws and regulations as well as the standardization of the act of intermediary agencies of rural labor relationships in order to improve the optimization of the rural labor relationships.(3) Based on the current condition of China, some constructive suggestions about the development of China's rural labor relationship were proposed: First, in virtue of the foreign relationships between governments and the farmers as well as China's own characteristics, from the perspective of the collection or the Government, this study suggested subsiding and supporting the rural workers in the way of the form of a combination of price and income by contract. And some preferential policies such as credit and the scientific security system need considering to be introduced. Second, from the viewpoint of farmland, the scale management of farmland should be carried out properly referring to the advanced experiences of some foreign counties and combining the self-characteristics of China, which leads the development of China's agriculture to the model of farm form and rural workers. Thirdly, considering the factor of laborers, i.e., framer/peasants themselves, both the improvement of human capital in the amount of depict and quality and the stability of rural relationship should be strengthened whether from the support of policies or from the input of fund. Finally, the further improvement of double-layer management system based on the rural labor relationship and the standardization and improvement of rural labor relationship on the basis of household responsibility system are made urgently.
