Study On Emergency Management Mechanism For Unexpected Accidents Of Civil Aviation

After the reform and opening-up, Chinese economy develops rapidly; also, the civil airlines of China make prodigious achievements, which show that Chinese civil airlines own wide room of development and great potential of market. However, with the continual enlarging of passengers and transport volume, the probability of emergency increases, which cites many new problems and challenges. Civil airlines, as a high-risk industry, needs to improve its level of safety management continually to prevent accidents. As to some accidents, which happen expectedly, extend rapidly and cause bad consequence, it is a important issue facing civil airlines that how civil airlines manages emergency, prepare emergency plan. Based on the current situation of emergency management of civil airlines, the thesis studies how to use forewarning management theory and emergency management theory to establish emergency management mechanism of civil airlines, which may control accident efficiently in the early time and decrease loses in the late time to improve emergency management level of civil airlines and promote the development of Chinese civil airlines.Based on emergency management theory and forewarning management theory, and through researching and studying the current situation of emergency management of airline company, civil airport and civil air control center and the related administration departments, the thesis, using compare and analysis method, inference and analysis method, theory analysis and practice analysis method as well as quantitative and qualitative analysis method, analyzes and sums up the experiences and lessons of emergency management of Chinese civil airlines. Fatherly, based on the current advanced emergency management theory and initial research of civil airline disaster, the thesis, in terms of the characteristics of civil airlines, prepare complete and efficient emergency management mechanism, including forewarning, handling and coordination.Comparing to the national nature science fund issue—Study on Forewarning Mechanism and Method of Civil Airlines Disaster, the thesis is deeper and more detailed. Building emergency management mechanism for unexpected disaster of airline is every important, both in theory and practice, which will promote development of safety system establishment of airlines and civil airline industry.
