Research On Protection Countermeasure For The Rural Elderly Support System In Jilin Province

Social security is the basis to construct a harmonious society. Especially, the key of solving the problem of social security is to build and strengthen the pension support system in rural area. The inclusion of senior citizens in rural area as part of social security system will not only ensure the stableness of the society, but also is propitious to promote the national basic policy of planned parenthood. In China, the aging of rural population is faster than that of urban population, while almost every staff or workers have been benefited from the support system in urban area, but the pension support system is almost unavailable in rural area.Jilin province is a large agricultural province with less financial support and undeveloped economy development. The proportion of senior citizens is large and show obviously gradual increasing tendency of. At present, the rural pension support system of Jilin province has not been set up yet, which will restrict the development of economy of the province. in future .In combination with the actual situation of the present social economy of Jinlin province, the full utilization of the available sources is the key to solve the problem of supporting the rural senior citizens and keep them happy, safe and joyful, which is an important social topic.This paper studies the problem of rural pension support system in Jilin province by means of investigation, analysis and research of reference materials, applying Max's thoughts about the future social support system, Lenin's design and practice of social support system in a socialist state and the relative theories of Homan's exchange theory, which provides reference theory for the discovery of a suitable pension support system for the senior citizen in rural area in accordance with the actual situation of Jilin province.Based on the conclusion of the general status quo of the rural pension support system in China, this paper puts forward the analysis of the present status, existing problems and influential factors of rural pension support system in Jilin province; the conclusion of international experience and enlightenment of the system; the establishment of the basic frame of the system; further explanation of the suggestions and countermeasures about the system.This paper achieved the following conclusions: the present supporting way for the senior citizens is still the family support, and the socialized supporting methods need strengthening; the senior citizen can basically solve the problem of food and clothing with low living standards, bad health status and difficult access to medical treatment; there is a lack of living care and no spiritual comfort. With the experiences of rural pension support system of home and abroad as a reference, the various available social sources should be reconstructed in combination with the characteristics of Jilin province to establish the rural pension support system according to the local situations. Base on the encouragement of self-support and family support with the development of traditional virtues of Chinese people, the family support should be supplemented with the social support system to establish and strengthen the rural pension support system in accordance with the situations of Jilin province step by step.
