Thanks to the "Reform and Open up" Policy, SME (Small and Medium Sized Enterprise) in China has developed rapidly, which effectively promotes the continuous progress of the national economy. Hence, SME in China has already become the motive power of the entire country. Innovation is the essential factor that influences the survival and development of SME. However, neither all the SMEs hold the ability to generate innovation, nor the SMEs that initially generate innovation guarantee to continuously persist it. And in commercial practice, the conception of Innovative SME is always being confused with SME that generate innovation. Hence the research on Innovative SME and evaluation of Innovative SME holds practical meaning. In academic perspective, researchers have not generated uniform explanation of Innovative SME, and there exists no profound theoretical research on Innovative SME.This paper concludes necessary academic reviews, such as Innovative SME, the related conceptions of Innovative SME, and the theory of continous innovation, etc. Besed on these reviews, this paper promotes the conception and characteristics of Innovative SME. Then after the empirical explanation on the survey of SMEs in Zhejiang Province, this paper analyzes the innovation input, innovation output, innovation mechanism, and innovation environment of SMEs in Zhejiang Province, and depending on empirical analysis of principle components factor analysis, this pape states the evaluation status of Innovative SME in Zhejiang Province. Finally, relying on the current situation and evaluation result of SMEs in Zhejiang Province, this paper argues problems of Innovative SME in Zhejiang Province and points out several policy suggestions to resolve them.
