An Analysis On The Impact Of Green Trade Barriers To Handan's Export

In recent years, he Green Trade Barrier (GTB) has become the main character of the International Trade Protectionism and has attracted many countries' attention. Because of the gaps in economy and technology between our country and other countries, China holds a very disadvantageous position when facing the foreign countries' GTB. More and more Green Trade Barriers on export, among which some are universal and some are deliberately designed for China, have had great impact on Chinese products, especially in agriculture, textile, machinery and toy products. So, how to break through the GTB of other countries as well as how to use the GTB to promote international competitiveness of Chinese export products are of great value. Handan, which lies in the central area on the border of such four provinces as Shanxi, Hebei, Shandong and Henan, is one of the major cities in Hebei. It's area, population, city rank and the total economic output occupy top places. Though the proportion of Handan's export trade is small, yet it increases rapidly. Therefore, Handan will inevitably meet with the problems of Green Trade Barriers in foreign trade. On one hand, Green Trade Barriers will bring negative effects to Handan's competition in export, market access and the profits of the export enterprises. On the other hand, Green Trade Barriers will also bring positive effects to Handan's export. At present, the study thereof remains blank. Through the theoretical analysis and positive studying on Green Trade Barriers of Handan's export, this paper brings forward some countermeasures in policies, which has important practical significance in promoting the development of Handan's foreign trade.This paper analyzes Green Trade Barriers by using quantitative and qualitative methods, and researches GTB by following theoretic analysis, positive analysis and countermeasure researching methods. This paper falls into five parts. The first part is preface, which illustrates the significance of the study, relevant researches thereon home and overseas, researching methods and ideas. The second part discusses the concept and contents of GTB, giving a specific concept to Green Trade Barriers, further exploring the nature of GTB, and concluding the characteristics, the forms of measures as well as the future developing trend thereof. The third part is an economic analysis on Green Trade Barriers, which analyzes the function mechanism, national differences in environmental standards, impacts on international trade, and the directory effects on international trade, and which is the major theoretical basis for the analysis in the fourth and the fifth part. The fourth part analyzes the Green Trade Barriers facing Handan's exports, based on the actual situation of Handan's exports, through positive analysis and analysis on the negative and positive effect of the impact of the GTB on Handan's export competitiveness, which are the major innovative and difficult points in this paper. In this part a large number of the latest data are adopted, some of which are directly acquired and some of which are gained through calculation. At the end of this part this paper analyzes four major reasons why Handan's export products confront GTB. The fifth part brings forth some policy-related proposals and countermeasures from such three levels as government, enterprise, and trade association. Only when governments, trade associations and enterprises deal with the Green Trade Barriers of foreign countries by closely cooperating, can China's economy ultimately realize sustainable development. This part is also one of the major points for this paper.
