Green Barriers On The Export Of Tobacco Products In Yunnan Province And Strategies

As international community pays more and more attention to the issue of the relationship between trade and the environment, both the environment measures related to trade under WTO framework and the trade measures related to environment in multilateral environment agreements, share the same vehicle, namely the green trade barriers. In recent years, developed countries frequently use the issue of green trade barrier to restrict export from China, which causes negative effect on Chinese trade.Being one of Chinese important tobacco export provinces, Yunnan has an obvious price and advantage in the competition of tobacco and tobacco products. Tobacco industry is its traditional industry enjoying a vital position in Yunnan's national economy together with its resource advantage. However, the exporting of tobacco products has been seriously influenced by green trade barriers in recent years. The competitive advantages are no longer obvious as before, the situation of exporting is not optimistic. Only by positively reacting to the green barriers, fostering competitive advantage and upgrading the international competition can Yunnan realize the sustainable development of its tobacco products export.Based on this background, the study further explored the basic characteristics of green trade barrier of tobacco products as well as the systems of green trade barrier in the main developed countries. Analysis of the tobacco products and related industries alarm the status of green barriers encountered by Yunnan tobacco industry in the future, meanwhile, countermeasures of green trade barrier to trade of tobacco products in Yunnan province can promote the establishment of incentive mechanism of national tobacco industry concerning to the green trade barrier.This study also analyzed the effects of green trade barrier from both theory and demonstration aspects as well as proposed the challenges and countermeasures of green trade barrier to trade of tobacco products in Yunnan province based on the advanced experiences of foreign countries and the resources in Yunnan province, provided evidence for government's decision-making, which also has significant effect on improving our international competition capacity of tobacco products, controlling the import and export trade of tobacco products in Yunnan ,improving the economic performance of tobacco companies and protecting the environment and the health of the habitant.Using the combination of theoretical and demonstrational methods, the combination of static state and dynamic analyses, the combination of quantitative and quantities methods, and the combination of relevant trade and economy theory based on actual cases, the study investigated thoroughly on the challenges and countermeasures of green trade barrier to trade of tobacco products in Yunnan province.
