Studies On Reforming Agro-forestry Property In Liangshan County

The rural areas in our country are undertaking the missions such as grain safety, ecosystem safety, and also the timber supplying for economy and social development. How to expand forestry in rural areas, improve the ecological environment, and increase the supply of timber have caused the wide concern by experts, government officers and the entire society as well. The forestry property system is the key element for forestry development in rural areas. Researches in our country mostly focused on 'improving the forestry property system within allocation of woodland resources in collective forest tenure in South China'. But the aspects about 'the construction of forestry property system in rural areas', 'the improvement of forestry property system construction', and 'the coordination between the planned economy and the market mechanism in rural forestry development in our country', should be studied thoroughly.This assignment studied the current situation of forestry in Liangshan County. The objectives are researching both the implementation problems and solutions of rural forestry property system, and proposing suggestions and specific policies to improve the rural forestry property system. This study has practical effect and scientific significance to the rural forestry development. The researches in this project can be divided into 6 sections as follows:Section 1 presented the background, methodology, the current situation of this study in China and abroad, and also the analyzing frameworks and content structures.Section 2 reviewed the literatures of rural forestry property system, and explained the property theories, forestry property theories, and rural forestry property theories, which gives the theoretical groundwork for this assignment.Section 3 studied the present status of forestry developing in Liangshan County. Throughout the description of the current forestry development in Liangshan County, the crucial influences of forestry property system to forest development have been revealed, which provides the practical foundation to study forestry property system in Liangshan County.Section 4 gave the implementation researches of forestry property system in Liangshan County. According to the forestry operation pattern in Liangshan County, the distributional pattern to the use of land in Liangshan County has been analyzed, and the problems in the implementation of forestry property system were raised, and also the reasons to these problems were studied theoretically, which provided the basis to design the forestry property system for Liangshan County.Section 5 discussed the design of forestry property system of Liangshan County, which is the core part of this project. Based on the problems happened in the implementation of forestry property system in Liangshan County, the improving system design was discussed. In addition, suggestions have been proposed such as the principles of designing and implementing forestry property system in Liangshan, the foundation of forestry property system design, and the options of distributional pattern to the use of land, in order to practically advise the implementation of forestry property system in Liangshan County.Section 6 (chapter 6 and 7 included) both summarized and proposed suggestions and solutions in policies of improving the rural forestry property system. The conclusion involving: (1) rural forestry property system is the key element to the rural forestry development; (2) within the design of rural forestry property system, clear and specific statement of forestry property is the important institutional guarantee for successfully processing forestry system; (3) legislation of use of rural forestry is the significant condition for maintaining peasants' expecting incomes of forestry property. The suggestions and solutions such as: (1) the partition between farm and forest, commercial and noncommercial forest should be specific to villages, so that the scope of property can be defined; (2) complete the forest legal system, in order to protect forestry property in legal; (3) build and advance the operational function of forestry property, which could benefit the forest circulating; and (4) pay more attention to the foundation of forestry property market, so that creating a perfect developing environment for forestry property organization.
