The Evaluation Research On Supporting Environment Of Service Outsourcing Industries Based On Urban Competition

Offshore outsourcing has become a critical form that TNCs take the new round of global industrial transfer. Many cities start planning and developing service outsourcing industry, competing among the "National Service Outsourcing Base Cities." Service outsourcing needs a favorable external environment. When the government formulates development strategies relating of service outsourcing industry, supporting environment of service outsourcing industries should be considered. Therefore, it is essential that the scientific and rational evaluation to the support environment of service outsourcing industry. Also such a background, through the theories of the urban competition, the article analysis the external environmental factors of service outsourcing industry, refining the corresponding evaluation index, to establish evaluation index system of the support environment of the urban services outsourcing industry. Through combining the two methods of AHP and factor analysis, the article establishes the economic model of supporting environmental. Then this economic model evaluates the supporting environment of service outsourcing industry. It provides decision-making and quantitative tools on the selection of the state certification service outsourcing base cities. Finally, the article makes some feasibility proposal in supporting environment of the China's urban services outsourcing industry.
