The 16th National Party Fifth Plenary Session adopted the "CPC Central Committee on the development of socialist economic development of the 11th Five-Year Plan for", clearly and formally proposed building a new socialist countryside of the great historical mission to build a new countryside, the party, the government and the communities of the society focus on this adoption. For several consecutive years the central government promulgated the Central Document No.1, making the New Rural Construction and overall guidance of the deployment. At present, the new rural construction is in full swing. However, the "New Countryside" for us is not unfamiliar, but still a lack of awareness, particularly in "how to build" is still very vague. The concrete operational measures are not strong, and need to constantly learn lessons. In the contemporary world almost all the countries have gone through or are going through the difficult process of governance in rural areas. So far, there are Japan, South Korea, the United States , France, Australia and other countries had more successful treatment for rural areas. They have a comprehensive treatment of the advanced experiences in rural areas that valuable to us learning. However, China in historical, cultural, economic structure, environmental and other factors are too big difference to compared with these countries, so that it is make the experiences of developed countries that we absorbed are greatly reduced. As a province of China, the close proximity of Taiwan in the past several decades in agricultural development and rural governance has made great achievements. Many of these agricultural thinking, policies and experiences are well known; agriculture has entered a stage of modernization. More importantly, there are striking similarities between Taiwan and the mainland in history, culture, geography, agriculture development and so on. Therefore, the paper sought to in Taiwan in the process of governance in rural areas, looking for some interests in the experience of building new countryside for the mainland to introduce political information and advice.By contrasting the similarities and differences of the history and current situation, policies and measures, governance and effectiveness of the mainland and Taiwan's agricultural development and rural governance, and ultimately to provide some new references to the mainland in rural construction, so that the new rural construction can really meet the needs of the perfect combination of theory and practice. And eventually, to realize rural development goals such as the development of production, affluent life and rural wind civilization, the village capacity clean, democratic management.This thesis is divided into four sections: the first chapter outlines the cross-strait agricultural development, rural management history and current situation, identifies their similarities and differences, points out that Taiwan's agricultural development and rural management have the value of practical references; the second chapter analysis of policies and measures of major cross-strait agricultural development and management; the third chapter is based on the second chapter and expounded cross-strait agricultural development and rural governance effectiveness, trying to find out the real reason of the effectiveness and shortage of cross-strait "Three Agricultural Issues" and the fourth chapter explores the inspiration comes from rural governance in Taiwan to the new rural construction of mainland.
