Comment On Completing Chinese Unemployment Insurance Fund System

The unemployment insurance fund mechanism is an important and indispensable part of the social security law system. To develop and improve it not just plays a very important role to perfect the social security law system but is advantageous to sustained rapid growth of the national economy and is helpful in maintaining the social stability and harmony.By analyzing the existing unemployment insurance fund mechanism, the thesis lists problems that appeared in fund raising and operating, and demonstrates the necessity of improving the unemployment insurance fund system. The author systematically looks into the aspects of fund raising, management and payment, and on that foundation he puts forward some legislative proposals, hoping these can help adjust our country's unemployment insurance fund system to the development of the economy and society. The proposals the author makes are as follows: broadening the overlay scope of unemployment insurance; strengthening law strength of collecting unemployment insurance fee; practising the difference rate of payment; promoting plan as a whole to arrive the higher provincial level; protecting and increasing the value of the fund; improving the record of individual payment and gradually forming the personal account; raising the level and shortening the term of payment; strengthening the function of the unemployment insurance to promote re-employment.
