This paper have two models.One is Cooperation Mechanism Design for Env ironmental Emission Optimization,the other is Endogenous model with exhaustible energy,pollution abatement spending and sustainable growth induced.For the monitor,how to design the cooperation mechanism between multiagents on the environm entalemission in order to optimizeusing environment is studied in this paper.Because theNash equilibrium of the nonbalancing budget scheme is Pareto optimal,this scheme is an incentive mechanism for environmental cooperation.Based on the R&D model,this paper presents a model with exhaustible energy,environment threshold and abatement spending input.The method of optimal control is employed to obtain the balance growth solutions.Further,the characteristics of the prerequisites to sustainable development are discussed according to these solutions ,that is,what dynamic relations must be satisfied between economic growth and the rate of energy exhausting,the proportion of investment in abatement.These relations supply an alternative theoretical criterion when assessing the effects of various energy policies.By introducing environmental quality into production function and utility function,this paper develops one growth models all wit h the rest raints of environmental pollution to examine the interaction between negative pollution externalities, physical capital,and human capital accumulation,R&D based technological change and sustainable economic growth.Our conclusion demonstrates that R&D and human capital investment have become important determinant sand the sources of long term economic growth.And according to the model spresented here.
