The Study On The Development Of Regional Ocean Economy

The 21st century is the marine economy one. With the development of economy and the increase of the population,the contribution of the resources from the land to the economic increase is getting smaller and smaller and tthe cost of maintaining the increase of economy by exploring the resource in the land is growing higher and higher. Since 1980's .Every country throughout the world naturally turns much more eye-sight to another geological unit—ocean. America,Japan,UK,Canada , South Korea and so on abounding in ocean resource had put forward the their own marine developing strategies for the new century one after another by the end of last century .Our country also highly appreciate the marine program and make a series of macro adjustment policies and countermeasures to promote marine economy . The 16th Conference of People 's Congress has laid out the significant strategy—implementing ocean development program. The State Council officially proposes the grand target——building up our country into a powerful marine economy country gradually. Such coastal provinces and cities as Canton ,Fujian,Shandong,Jiangsu,and Liaoning have had the ocean economy as the new increase point of new century economy and put forward the the strategy—powerful province of marine economy. Studying the development of regional marine economy has profound theoretical and realistic significance.This thesis illustrates the quick development of marine industry of Weihai City. In terms of research and by taking Weihai as one economic system ,it analyses the practical cases. By using the management theory and developing experience of marine industrial economy at home and abroad , combining the practical characteristic of the locality, it closely analyses the feature of Weihai sea and finds out the problems and barriers in Weihai marine development. Through the study ,it puts forward the general strategy and specific scheme,which enables Weihai marineeconomy to become stronger continuously in the future and provides the reference for the marine economy of coastal cities.The creative point of this thesis is that on the basis of advantage conditions of resources, for the first time the thesis analyses the structure and development of ocean industry and puts forward the developing orientation of prefectural regional ocean economy by studying the regional marine economy at prefecture level systematically .The thesis has great reference value in decreasing blindness,avoiding simply duplicating others' development mode and creating their own train of thought in developing marine economy.Such problems as marine economic statistical index system, mutual coordinating development of marine economy and land regional economy and marine technology remain to be studied further.
